You know... there is a huge difference between "We are ensuring a smooth transition changing presidency in order to eliminate any vulnerabilities in national security against foreign attacks." and "Terrorists may strike during presidential change."

First statement: Good information and ensuring that they are doing everything they can and keeping an eye out on things.
Second statement: FEAR.

Well, often it does good being paranoid creating better defense.
