your income is not influenced by the health care cost. Unless you are talking about "cost of living" I would say that there are more than 80% of deaf/hoh people don't sign, went to mainstream schools and received decent education.

Chinese is my first language and I can guarantee you that what you read is rubbish. Traditional Chinese writings are more symbolic but simplified Chinese are more widely used now and they are not symbolic at all. I have never heard that the Chinese used signs.

Being deaf/hoh does not automatically qualify you for extend examination time. The Disabled Student Service program is certainly aware of this.
