I was one of those HA users who has excellent speech. I got my CI at 41.
And to add to deafskeptic's point, I was one of those who has excellent speech as such that the average hearing person doesn't know I'm Deaf and all without without HA or CI. I am mentioning this simply to drive home that CIs aren't a miracle working device. The same aims can be achieved by pure hard work, sweat and even tears, though I would not wish it on any child or person for that matter. It's not worth it. After 46 or so years of oral practice, I still find it an conscious effort. Speech to me is more of a 'curse' than a blessing.
And is perfectly capable of recognizing therapy when she sees it, no matter what the parent wants to call it.:P

People who do not have a CI and were not implanted as children are not "limited". Those who do have a CI are not any more advantaged than those who utilize an HA or any other assistive device. In fact, they are far more limited than the signing Deaf.
