The best books/DVD to learn ASL are??

I'm looking to purchase a book, and dictionary because I have a signed english book that is over ten years old, and I don't want to start out learning the wrong thing. I hope I placed this in the correct category.
 
There is a good iPhone/iPod touch app, just called ASL Dictionary 4800 signs that is pretty good and it lets you see each sign performed.

Martin Sternberg American Sign Language Dictionary is my favorite paper dictionary.

Is there an Academy of Sign Language or something like that which approves signs for new concepts? Are there sometimes disagreements between different bodies (like between Webster's vs. other dictionaries) regarding what signs are "official," which are "slang," and so forth?
