Two words: Too small. We only pay $400 a month for 800 sq ft apt. It's still too small for a family of 5.
 
I do believe the world's smallest apartment is in NYC. I recall it being on the news a couple of years ago.

I don't know about Tokyo. I know they have those 'tube' hotels where instead of sleeping in a room, you sleep in a tube. I doubt that qualifies as an apartment. I do know that Tokyo is more densely populated that NYC is - er was pre-Fukushima. =/
