pretty much all states do. It's called road reflectors. or reflective road stud. or reflective pavement markers. Reflector's just easier to say it.

Some uses just simple reflective painted stripes to save money especially for long long long highway.

Not from IL/IA. I don't see any reflective pavement markers at anywhere on highway like that. They use rumble strips for shoulder. Most of reflective pavement markers on the road at downtown and Chicago suburbs.
 
I wonder - that black thing on bottom of plow... is it really rubber?

maybe you can find it at the 1-2 lanes "lone highway". It usually doesn't have streetlights.
 
I never seem like that before. It's ugly design.

That design is for train to clear the railroad but I've seen similar design for large truck to clear the highways. I guess it depends on snow situation and location. That arrowhead-shape snowplow is probably used for extreme snowstorm.

I never seen reflectors here in Iowa.

We have no snow plows in my area.
 
Nice. My father taked us to train tour. I never forget about cool design of train snow plowing like that.

Yeah, I've seen similar ones like that...the big black one at the museum in Snoqualmie in WA. :)
