FCC and Close Captioning Rules

I called FCC as I wanted to know if Comcast had to provide the CC on TV shows or the station that airing the show or movie did. FCC told me that Comcast had to provide the CC , but when I asked Comcast the same question , Comcast said the TV stations had to provide the CC . The woman from FCC also told that the Federal government said there does NOT have to be any CC on TV from 2:00 AM and 6:00 AM! So deaf and HOH people do not watch TV at these hours or by some miracle we are able to hear between the hours of 2:00 AM and 6:00 AM and do not need to have CC!
I feel that as a paying customer of Comcast I should be able to enjoy watching all the shows as the next person!

and there were no CC.
I think it wrong that there does not have to CC on TV at certain hours!
 
Yeah, any and every loophole, they will surely take advantage of it.
 
They start off small and if no one complains, then they will stick with it, but with enough complaints, they will give a little more. It's a cycle to get the minimum complaint with the maximum profit.

That's how companies work!

But they REALLY need to learn how to INCORPORATE things like this early in the design process, to make the overall lifecycle process cheaper. Better to design a product better by spending a little more than to design a product as cheap as possible then spend a lot more later trying to fix things.

There is no starting off small when the law mandates it. The government created (dunno the rationale) the loophole and, by golly, they are going to take advantage........

Comcast has the law on it side by saying there need to be no CC on TV at 2 Am -6AM! Deaf and HOH people do not like to watch late night TV or early news according to the Federal government ! Comcast had to lobbied for this!
