If you do the math for taxes, there will be times when the actual value is $1.385 and they simply round it up to $1.39 instead. So, that's where the new half-cent comes in. On the front is a picture of who... Bush! Yay!

We don't use paper food stamp coupons anymore, they were phased out in the late 90s and in early 2000s. We use plastic cards now that people can use to swipe at the check out counter at the grocery store.
