why ASL cannot credit as a foreign language?

I know that most colleges in washington say that ASL is a language but it can depend on the teachers that are teaching it if they are language certif. or they are just a teacher that can teach it. I have had some problems with colleges saying it's not but we were able to get that stuff worked out with the school.
 
In Washington state almost all community colleges will give you foreign language credit for taking up asl and most all universities will accept those credits as a foreign language, I actually cannot think of any that will not.

Why should asl not be a foreign a language? Asl is not English nor is it based on the structure, grammar, and syntax of English. Asl is actually in a different language family, so linguistically as well it is foreign.
