NTSB recommends all states for ban on use of cell phones while driving

They made their case and all and even suggested that all cell phone manufacturers have an app where it disables your phone while moving. Only problem is NO ONE is going to willingly install an app that disables your phone.

There's 2 reasons why that wouldn't work:
1) As you stated before, nobody is going to willingly put the app on their phone. So it would more than likely be in the software.

2) If the phone is moving at all then that would mean the phone would be disabled. Which would mean the phone would stop working indefinably because Earth is always turning. They should go more into detail. For example: the phone would be disabled after going however many MPH/KPH. Even if that were used, this would also disable non-driver's phones. Point in case, it just wouldn't be acceptable by society.

Seriously though, my work considered this software on all company phones and decided not to require it (they can push any software they want to our phones). The problem is many people are riding in the car not driving. They should be allowed to use the phone without any limitations.
 
I am sure in the future the technology will be improved enough such that perhaps if the phone will have a "car mode" the same as "airplane mode". In which your phone still sends and receives notifications via a wifi connection only but one cannot send or receive texts, phone calls, EXCEPT for 911. This "car mode" would be enabled if the phone is moving at 15 MPH or more.
