Yes, as a human being you have a right to be treated with dignity and get treatment but with plenty of hospitals with no available beds and shortage in staff, well...what can you do?

At least that's basically the problem in Australian medical system.
 
It may be a worldwide problem come to think of it.

I can understand in a crowded inner city ER I can see where one could get easily overlooked, especially if the ER is under-staffed. But no one is refused care in the ER regardless of ability to pay, that is why so many uninsured go to the ER and then you have the over-insured where they get everything paid for go to the ER to quickly get some narcotic pain relievers. They can claim unbearable back pain that is unexplainable and nothing abnormal appears on the x-ray. Remember, level of pain isn't objective, it is subjective and cannot be adequately measured by the ER staff.
