Here a Windows Mplayer I posted on SageTV forum that will playback pop-on or roll-on (scrolling) closed caption. Also on post is a changeset to patch if you complie your own mplayer.

Most tv tuner card with latest driver will save closed captions into mpeg files but there are no mpeg player out there that can display roll-on closed captions from it until I found someone to patch a mplayer to support it for me.
