Why are smoke detectors for deaf hard to come by?

Safe Without Sound (Home) is a new non profit in San Antonio that is permanently dedicated to deaf fire safety. We are offering free vibrating and strobe alarms to those who qualify under our "Smoke Detector for the Deaf" program. Look us up. We are working hard to make sure every deaf and hard of hearing home in San Antonio has working, adequate safety devices.

Just a quick question here. For people that live in apartments how does one get those strobe-light alert things to work with the building's fire alarm? Like if the fire is on the 5th floor and you're on the 3rd floor, how do you get alerted so you know the building fire alarm is going off?
