What do you do when...

you notice that your friend, a co-worker or some stranger is doing things with apparent motives behind it, yet they deny it and pretend to be doing something in good spirit?

Are you speaking specifically about criminal activity? I’ve been in that situations many times. I’ve come to the conclusion that the best course of action is to stay detached and not draw any hasty conclusions. But I scrutinize the person’s behavior diligently, and keep meticulous written notes concerning that person’s actions, in case that person later becomes a client of the criminal justice system or does something that leaves them open to a civil tort.

A few times I have caught some people in such situation and have denied vehemently about their purposes behind those actions, but have never stayed involved nor associated myself to them at all.
If I do see that happening in front of me, I will just walk away and not get involved because it's not my problem at all and I know it'll be futile in trying to talk them out of it.
