video clips closed caption?

I had liked video clips of CNN, ABC news, MSNBC news, etc. Yahoo news coming soon. But there is no closed caption. :-(
FCC should requires closed caption program for video clips???
 
Video clips are easy to make. Getting captions for them is harder because right now there's no way for the captions to be selected for on/off in video clips. How do you propose we fix that? Hearing people don't always want captions on their clips.

What should happen is that the video player software companies have some sort of toggle on their programs, and then the video clip can have the caption info stored in the video for playback.
 
I notice that Windows Media Player and other players have caption and subtitle options on them. What's stopping them from doing captioning?
