Ban, the former foreign minister of South Korea, wants to engage more deeply in confidence-building measures to reassure a skeptical world of the positive impact of engaging North Korea peacefully.

Those efforts are going to be harder, in the wake of North Korea’s most recent unprovoked artillery attack on a South Korean island that left at least two dead and 13 wounded.

Moreover, it appears from a highly confidential U.N. planning document obtained by Fox News, the job of making sure any such aid gets to North Korea’s starving citizens is more difficult than the U.N. customarily admits.

While the world body claims that it operates on a “No Access-No Aid” principle when it comes to North Korea—meaning aid is not handed over unless the U.N. can directly verify it goes to the suffering people who are supposed to receive it—the document reveals that North Korea frequently does the opposite, “using the ‘No Aid-No Access’ principle.”

According to the document, “This principle means that without commitments of additional donor support, obtaining significant improvements in access, monitoring and assessments [of aid effectiveness] will remain a challenge.”

so here's a big moral dilemma... do we punish North Korean government and by doing that - the North Korean people will continue to starve where some families have eaten their babies, dogs, or tree barks? :(

It's been known that if the people get fed up with the crap, there'd be a revolt and the Government will get overthrown by sheer numbers and may get help from the military that is sick of it too. Usually that's how sanction works.

It doesn't happen overnight or weeks or months, but sooner or later, everyone will suddenly be sick of it and do something about it, even if it means people may have to die in order to wake up the masses.

Sounds cruel, but as history shows, it's been pretty effective nonetheless.

Unfortunately Bush Jr. didn't listen to this lesson and got impatient. Cuz Saddam would've eventually got his ass kicked by his own people.

Unfortunately, if we keep giving aid, we're aiding on the fact that these dictators remain in power. It's just prolonging the inevitable. Stop giving aid and the pissed off factor will kick in much sooner than later.

NK has the world largest prison camps aka "Camp 22" for domestic dissents and defectors' families. A significant portion of prisoner populations are born in prisons. If a person defected North Korea... his entire family including extended families are sent to prison for life.

that's why we South Koreans sympathize and continue to give aids. We provide safe harbor for all runaways too.

That kind of "revolt" doesn't really work well in a harsh military dictatorship country especially Burma and North Korea. It didn't work in Somalia either. It is a known fact that military "enjoyed" it because while people suffer, they continue to thrive on wealth. That's why North Korea continues to operate the way it is for so long. Same for Saddam.

Secret police. Secret prison. Loyalist army. that's all you need to stay in power. Saddam had them all until USA kicked his ass. Do you know what happened to people who revolted against Saddam? They were either gunned down or gassed to death. Remember what happened to Northern Iraq? Poor Kurds :(

Camp 22 is one of the world's most atrocious prison camps. I read some articles about the camp on the Internet and they are very :cold:! I have bookmarked these links on my home P.C. and I will post them here tonight.

Oh interesting, I like to learn from you.

I think that NK government won't change if we refuse to give their more aids and let people to starve. I feel bad for people whoever suffer in NK. :(
 
First line of attack on NK? Aim at those miles and miles and miles of fencing while they're at it. I'm sure those on the north would take the one time opportunity to move south across the border without the border fence/wall/barrier...what have you.
