Because he has to cater to the fear filled mentality that Bush created. They are a part of the population of the U.S. as well. Had he not continued it, people would have accused him of being lax on terrorist security measures, and you would have been one of the first to throw that accusation out.

BTW: who was in office and guiding the mission and making the decisions when Osama was killed? He did more to eliminate terrorism that Bush managed to do in 2 terms.
