Suggestions For Immigration and/or Immigration Lawyer

Hello - I live in the U.S. My sister who lives in my native country, a developing nation, is profoundly deaf. She is in her thirties. She has never had a formal education and is not literate, due to lack of resources. My family developed our own home sign language. I would like to help her immigrate to the U.S so she can get connected with the Deaf community and gain empowerment. However, if I follow the regular immigration process for a sibling, a lawyer advised me that it will take about 11 years. My sister and I certainly don't want to wait that long.

Do you have any ideas for a speedier process? Or maybe know some really good lawyers who could help me? Any input will be greatly appreciated. Thank you!
 
If you guarantee her support, she can immigrate at any time, correct? It's just if she comes here with no means of support that it is a problem.
 
I think so legal reason policy i remember you moved immigrationb because government approval good record!
 
Without proof of support, she cannot immigrate at all. I am willing and can support her fully, including healthcare. I just talked to a lawyer and he said if I apply today through the regular process, it will take over 10 years because of the backlog.
