Sorta like deaftears, it is obvious to even a layman that he is disconected from reality. If he makes a threat it would be the site admin s responsibility to contact authorities

This is because you will have already provided your name and location information as part of the registration process. Thus, the VRS or IP Relay user placing an emergency call does not have to manually give relay provider his or her location information."
This was my point: To make the 911 call you need to make this information available. Someone could take your account, but it would leave some type of trail for the police.
