test your upload speed at www.dslreports.com/stest and click on one of three major servers. If your upload is over 256k, then a videophone will work.

Apply at Sorenson at www.sorensonvrs.com, Hands On VRS at www.hovrs.com or Communications Service for the Deaf at www.c-s-d.org. You have to be deaf or HoH in order to get free videophone. Hearing person can buy Dlink DVC 1000.

These videophone will work with any tv as long as there is video/audio input jacks. A router is usually needed.
 
Well, either VP (Dlink and Sorenson) is superior over webcam. of course speed is important. What you really need is ability to send at least 15 FPS and 128kbps... I am speaking for barely MINIMUM quality. Optimal quality is around 25 FPS running at least 200k.
Trust me, I have done running two VP at same time, both are different brand, and that my upload speed was something like 365KBPS and I was able to use them with near perfect quality. Ofc I noticed the bottleneck problem going on. Like I said, it is minimum requirement.
Plus both vp at same time cause FPS rate drop to 15 on one of them.

I love experiment something and try to find its limitation.
