Wow... Fox really likes to twist words. The ISS is SUPPOSED to be operational until 2020. It's natural to assume that it will be nonoperational after 2020. So obviously Russia was simply saying "When the ISS is rendered nonoperational, we will have to de-orbit it."
Fox makes it sound like Russia decided to burn up ISS.....
ISS, when it becomes non operational, definitely needs to be purposefully de-orbited for safety reasons . That has always been the plan.
