Economics will dictate where people move. If you can't get a job where you live, and you can't survive on whatever funds you have, you'll move to somewhere cheaper. Right now, CA, NY, IL, and various other places are just too expensive for many people. In addition, jobs are booming elsewhere. I'm not surprised people are moving out of those states, I don't think it's confined to just Blacks though.
I won't place any predictions on whether or not anyone will move back to their former state. I wouldn't mind moving back to CA, but only because everything I knew growing up was there, and family ties are often mighty powerful ties to break. As I adjust more to the Midwest, I could probably have a hard time leaving there, especially if my job continues and my own family starts up.
I don't think the moving has ANYTHING to do with any kind of AA or welfare program. I also observe that Heath has very clearly stated that he discriminates against Latino and African immigrants as he unabashedly prefers European immigrants because of his so called belief that "they focus on working hard and are less prone to crime and violence."
