In MN, any prepared food (e.g. deli) is taxed. Everything else for food is not. So when I do my grocery shopping at the grocery store, as long as I have not stopped at the deli, the only stuff I'm paying taxes on are like napkins, TP, shampoo, etc.
(I'm just talking about the general consumer, not ones with food stamps. I have no idea if deli food purchased with food stamps here is taxable or not.)
