Question about Neighbor's Webcam

Hmm. 24 ish and webcam. That makes me think internet programming, kind of like that one movie where the guy was filmed all the time and it aired on TV. I forget what it was called starring Matthew McConaughey and the guy that played Woody off "Cheers!"
