Norman Moore, director of the Wales Council for Deaf People, said lack of provision for people with his disability at the grassroots level could stifle their political aspirations.

Mr Moore had once hoped to become a Labour politician and joined the party before the first Assembly election. But his deafness – and the absence of sign-language interpreter – stopped him playing a full part in local meetings.

Asked if he would favour giving disabled people the top place on regional lists, he said, “Yes, this would be the best way at present until representatives become known for their ability.”

Disabled people must be present in the Assembly, he argued, adding, “There is a great need for [a] voice on disability.

“A lot of lip service is paid to the issue but the real practicalities are not happening.”
