29-Year-Old Faces Animal Cruelty Charges
JACKSONVILLE, Fla. -- A woman who police said moved out of her Northside home in January and left two dogs behind now faces animal cruelty charges.
Police said one of the dogs died and the other is emaciated.
Police arrested 29-year-old Cathy Easter on Sunday evening after they received a tip that they should check out her home.
"You could see the bones. You could see the ribs," neighbor Jordan Hall said of the dogs.

Police said they looked through an unlocked window of the home and saw the dead dog, so they went inside.
According to a police report, there was fecal matter and trash everywhere in the home. Police said one dog was dead in a bathroom, the door was closed and there wasn't any food or water. The other dog was alive but very malnourished.
"The stomach, it didn't even look like a stomach to me," Hall said. "You could see it sucked all in."
Police said they tracked Easter down, and she told them she moved out in January after her power was cut off and that she didn't check on the dogs since then, nor did she have anyone else check on them.
The report says she claimed to have left food and water for them.
Police contacted Animal Control, which took the dogs. It's unclear how the surviving dog is doing.
