Sorry for the lack of captions, but what's going on is some kid wearing a T-Shirt that reads, "FUCK I"M LEMNE" and some cop didn't like what he sees so he tickets the kid.
Then someone records the incident on video and the cops didn't like that and from the looks of it, orders him to turn it off or face arrest.
What do the cops have to hide? They're public officers, paid for by taxpayers and the public has the right to know what they are doing at all times while they are on duty. Everything they do is public record.
As for the t-shirt...
Obviously, with a good lawyer, the charges will get thrown out. Big waste of time with taxpayer's money ticketing someone over nothing. Another example of police abusing their authority, it's a never ending bullshit.

In 1971 the U.S. Supreme Court held that a state may not criminalize the simple wearing of clothing with the word "fuck":
"...absent a more particularized and compelling reason for its actions, the State may not, consistently with the First and Fourteenth Amendments, make the simple public display ... of this single four-letter expletive a criminal offense."
Cohen v. California, 403 U.S. 15 (1971) (upholding right of protester to wear a jacked with the words "Fuck the Draft")
