Oregon might tax motorists per mile driven, not per gallon

Let's say we get Oregon to stop dumping the gas tax and replacing it with the miles tax. What's the next step? Now that we take away the money for roads (in the long term, because hybrids will take a significant bite out of tax revenues for the roads), what should Oregon do?

Set up roadside businesses to raise money to maintain the highway? Maybe run their own gas stations like WA runs liquor stores? Other ideas?

The idea of state-owned businesses, by the way, is a whole different issue with challenges and problems to consider.
