Sexual harassment can be criminal, yes, depending on what the act was. If a woman is pinched on the behind, it is both harassment and assault, etc.

I see your point, but that is such a laughable gray area when it should not be. A person didn't commit a crime until he or she has been prosecuted and found guilty of it in a court of law? Oh, come on.
