Mentally ill mom stunned with Taser to save child: Vancouver police - Yahoo! Canada News Source

OTTAWA (CBC) - A police officer used a Taser on a mentally disturbed teenaged mother to save the life of her critically ill infant, the Vancouver Police Department says.

The incident happened on Monday around noon when officers and social workers went to the 18-year-old father's home searching for the 16-year-old mother and child, said police in a statement issued late Thursday night.

The mother and child had recently been reported missing from a foster home and social workers from the Ministry for Children and Family Development were concerned for the infant's health because the child was born with a life-threatening medical condition that required immediate attention, police said.

Police found the mother and child at the home and negotiated with the mother for an extended period without result.

Because the mother was holding the child in a way that caused officers to fear the baby could be smothered, an officer stepped in and stunned the mother with a Taser in her arm and upper back, said police.

The shock caused the mother to release her grip on the baby, and an officer then took the infant, which was transported to hospital by ambulance.

The mother was apprehended under the Mental Health Act and taken to hospital as well. Police reported no injuries to the child or mother.

The statement said police would release more information Friday morning about the incident.

Terri,

Look at how the police handled the taser.....they applied it right on her back and back of her arm. They did the right way to do that to ensure that they wouldn't taser her front arm that would be in harm way of infant. What choice did they have? Shoot her? No. Jump on her? No. Hit her with a baton? No. Taser? It depends if they make sure it is safe and on low emit. The police were concerned the mom may smother the baby by holding the baby too tight that wouldn't give any breathing room. What choice would you do if you were a cop? That is very tough decision.

However in NYC, I have to get a link. That in NYC is really, really outrageous and downright stupid of the police to taser the naked mental ill man that caused him falling off the ledge of the building. That is the wrong way to taser anybody above the ground. Yes, he's dead.

NEW YORK - An officer may have violated police department guidelines when he used a Taser stun gun on a naked, distraught man teetering on a building ledge, officials said Thursday.

Inman Morales, 35, was pronounced dead at a hospital after his nearly 10-foot fall Wednesday. Police said he suffered serious head trauma when he hit the sidewalk.

Officers had radioed for an inflatable bag as the incident unfolded, but it had not yet arrived at the scene when Morales fell.

"None of the ... officers on the scene were positioned to break his fall, nor did they devise a plan in advance to do so," chief department spokesman Paul Browne said.

The lieutenant who directed the use of the stun gun was stripped of his gun and badge, and the officer who shocked Morales was placed on desk duty as the investigation continues. Their names were not released.

Witnesses and neighbors said Morales had become distraught and threatened to kill himself earlier in the day. When police arrived in response to a 911 call, he fled naked out the window of his third-floor apartment, clambered down to a ledge and began jabbing at officers with an 8-foot-long fluorescent light.

An amateur video posted on the Web site of the New York Post shows one of the officers raising a stun gun at Morales, who freezes and topples over headfirst as the crowd screams.

The man’s death renewed focus on the use of stun guns by the NYPD. Thousands of city police sergeants began carrying Tasers on their belts this year after the department expanded use of the weapons. The pistol-shaped weapons fire barbs up to 35 feet and deliver 50,000-volt shocks to immobilize people.

Browne said guidelines specifically prohibit the use of stun guns when the subject may fall from an elevated surface.

Yah, police have to make a tough decision in order to save lives, I'm glad that the mother and her child are OK.

Seems to me it had a good ending. I think they did the least harm and both the mother and the baby can now be helped.
