School for Deaf student plans plea in rape case

A Maryland School for the Deaf student accused of raping an acquaintance in a dorm basement at the school has reached a plea agreement with prosecutors that moves his case to juvenile court.

Kaeshaun Malik Wills, 17, will admit next week to conduct included in a new criminal petition filed in juvenile court, Assistant Public Defender Stephen Musselman said Thursday in Frederick County Circuit Court.

Unlike adult court records, juvenile court records are not open to public inspection.

Details of the plea agreement were not disclosed in court Thursday.

Although Wills was 16 on Oct. 27, 2007, when the rape was reported to have occurred, he initially was charged as an adult because of the seriousness of the allegations.

The investigation took several months to complete because many of those interviewed were speech- or hearing-impaired, police said. In addition, many witnesses interviewed live outside Frederick County.

In April, a Frederick County grand jury indicted Wills, of Randallstown, on five criminal counts: second-degree charges of rape, sex offense and assault, as well as charges of perverted practice and sodomy.

Convictions for rape and sex offense carry maximum 20-year prison terms; the other crimes are punishable by 10-year terms.

Musselman told Judge G. Edward Dwyer Jr. he had discussed the plea agreement with Wills and his mother.

Neither Wills nor his mother attended court Thursday. Nor did Wills' mother return a call or e-mail seeking comment.

In the months after Wills' arrest, his family maintained he was innocent of all charges.

The assault occurred at the school after Wills and a 17-year-old woman exchanged text messages after a school football game about having sex, according to court documents.

Wills had played on the school's football and basketball teams.

Although the victim declined Wills' advances at first, she opened the building's basement door for him when he arrived at her dorm, the documents state.

Wills promised her intercourse wouldn't hurt, but when she told him to stop, he wouldn't.

He pushed her down when she tried to run, a police detective wrote in charging documents.

Assistant State's Attorney Laura C. Wilt told Dwyer no witnesses will testify during the plea hearing Oct. 2.

The victim will be notified of the agreement, Wilt said.
