Katy Independent School District board of trustees voted Monday to approve an arrangement with Cy-Fair ISD, where KISD will serve as the fiscal agent of the West-10 Regional Day Program for the Deaf (RDSPD).
Deafness is a low incidence disability. Some students with hearing loss need a specialized program including certified teachers for the deaf, certified sign language interpreters, speech therapists and audiologists.
Because of the scarcity of specialized personnel, the RDSPD was established in 1973 by the Texas Legislature to serve students whose educational needs, as a result of their hearing impairment, cannot be met in the general or special education program without the provision of specialized instruction and related services.
Due to these circumstances, 60 programs were established statewide. Katy ISD is the fiscal agent of the West-10 RDSPD and is a member of the Northwest Harris County Cooperative for the Hearing Impaired RDSPD in order to provide efficient and effective programming to students with hearing loss.
Currently KISD serves approximately 112 auditory impaired students of which 76 students are members of the RDSPD. In addition, 14 KISD students are served in the Cy-Fair ISD Cooperative. Both cooperatives receive RDSPD funding from state and federal grants.
The Texas Education Agency has asked all RDSPs to align their Shared Service Arrangements (SSA) with their updated requirements. Subsequently all updates SSAs would be approved by their school boards.
Granting approval of the SSA secures future funding for this program as well as supports effective and efficient programming for our auditory impaired students.
Katy ISD has participated in this service arrangement for the last 20 years.
