Why not bring back the WPC programs and the Corps of Engineers programs in which the government starts construction projects to put people back to work? They built roads, dams, bridges, buildings, etc.
This would be one possible solution. Our infrastructure gets needed maintenance and improvements, people get put back to work, and when people have money in their pockets, they spend it. The government would also get some of the investment back in the form of payroll taxes and annual taxes by workers.
As for the estimated millions of illegal immigrants already here in the United States - if they are working - make them legalized and start taking taxes out of their payroll. Employers should encourage them to seek full US citizenship within 5 five years. Employers can be sponsors of those who seek citizenship.
Another solution - offer incentives for major companies to bring jobs back to America from Asia. Maybe in the form of a reduction in taxes either in payroll or in profits.
Also, schools need to push just as much for students to seek vocational opportunities just as much as college educations. Oddly in the time of high unemployment, there is a shortage in the vocational fields. This could be balanced out by encouraging students to at least look into earning a vocational certificate in a field that interests them.
