HPD investigating 2 officer-involved shootings | Houston & Texas News | Chron.com - Houston Chronicle

Two officer-related shootings sent two suspects to hospitals, including a deaf man who police say did not comply with an officer’s verbal instructions.

In one of the incidents, a deputy asked 21-year-old Jacob Medina to drop his gun several times, authorities said. Relatives say Medina didn’t respond because he is “profoundly deaf.”

“He doesn’t hear anything,” said his mother, Carmela Medina.

Jacob Medina was shot just after 1 a.m. Saturday by a Harris County Precinct 6 deputy who was responding to a call about shots fired in an east Houston neighborhood.

As he arrived in the area, Deputy J. Pedraza heard four gunshots, then saw a man on the porch of a residence in the 7200 block of Avenue C holding an automatic pistol, officials said. The deputy watched Jacob Medina fire one shot in the air and told him several times to drop the weapon, HPD spokeswoman Jodi Silva said.

“At that time, he pointed the gun towards the deputy, and the deputy fired one shot and struck the suspect in the lower back,” Silva said.

Harris County Precinct 6 spokesman Danny Perez said the deputy was acting in self defense.

"There was no indication he was handicap," he said. "He was shooting a gun. There was danger."

Jacob Medina was taken to Ben Taub General Hospital, where he remains in stable condition with no life-threatening injuries, she said. Officials say he will be charged with felony possession of a weapon.

HPD is investigating the shooting because it happened within the city limits, Silva said.

Carmela Medina said her son is the youngest of four children — three of whom lost their hearing from a progressive nerve disorder and use sign language.

Jacob Medina became totally deaf at age 4 and can read lips, “but if his back is turned, he’s not going to be reading your lips,” she said.

Relatives questioned if there was enough light at 1 a.m. for Jacob Medina to see what the officer was saying. His mother said he has been compliant in past encounters with law enforcement.

“He’s been pulled over by the cops before and never undermined their authority,” she said.

Even tho' it's sad the guy got shot, but he had no business with a gun anyway. Deafness is invisible....The police were well within their rights to shot him as he pointed the gun at one officer.

Gee I wonder why the man did not respond to verbal instructions? He's DEAF! I can understand an officer being more suspicious of a person who doesn't respond to his orders, but he shouldn't resort to violence unless the suspect becomes violent, and even then start with the least lethal unless the suspect presents a loaded gun in which case the officer may draw his gun.
