So I finally got it...

1. GO TO ADD OR REMOVE PROGRAMS
2. UNINSTALL BLACKBERRY DEVICE SOFTWARE 4.7.1 (I use this)

3. INSTALL 4.7.1.0.6.1 SOFTWARE
4. RESTART YOUR COMPUTER
5. Remove vendor.xml
6. Open Blackberry Desktop Manager
7. click APPLICATION LOADER
8. Took less than 30 minutes...!
