HPD looking for carjackers who took 3 kids, deaf man | Chronicle | Chron.com - Houston Chronicle

MY brother has been deaf since birth, and took his SPM in 2005. He then continued taking his certificate in a polytechnic in Johor Baru for three years.

Now that he has completed his certificate, he is keen to continue furthering his studies.

And so I helped him to enrol at KDU Penang but was told that since he failed his Bahasa Malaysia paper in SPM, he is not allowed to further his studies in any private college in Malaysia according to the conditions laid down by the Malaysian Qualification Agency.

What I do not understand is that the deaf, unlike the blind or the able bodied, are very lacking in their language ability as they use hand signs as a means of communication. So, why are they subjected to the same procedures just like normal students.

Even in the SPM exam, they had to sit for the same papers as the other students, and so their chances of even passing the exam is near to none. The authorities can check the overall SPM results to confirm what I have written.

I am appealing to MQA and the Government on behalf of my brother and all deaf students for an exemption so that they get a chance to further their studies in private colleges. In this way, they will get a chance to upgrade themselves.

GAN YEE CHUN,
