I don't think the suspension was long enough.

It's not so much, because of what could have happened, but what on Earth possessed them to even THINK about doing something like that?! For this reason alone, I think that the suspension should have been longer than the three days given. They need to think about the harm that could have been caused if someone had drunk the tainted water.
