FCC wants to improve quality of closed captioning.

"[Palestinians] say they want no juice in the Gaza strip" - Actual caption as seen on CNN. LOL Hopefully this directive actually results in better captions.
 
New FCC Chairman Tom Wheeler is making an impact on the deaf community. Today FCC unanimously approved more comprehensive rules for captioning.


• Accurate: Captions must match the spoken words in the dialogue and convey background noises and other sounds to the fullest extent possible.

• Synchronous: Captions must coincide with their corresponding spoken words and sounds to the greatest extent possible and must be displayed on the screen at a speed that can be read by viewers.

• Complete: Captions must run from the beginning to the end of the program to the fullest extent possible.

• Properly placed: Captions should not block other important visual content on the screen, overlap one another, or run off the edge of the video screen.

I also wish that the CCs were properly placed.

Here in VA,not only do the CCs run at the bottom of the screen but other important information does too.

Every time we have a big snowfall,the school,church and business closings/delays run along the bottom of the tv screen and behind the CCs.
Very annoying if you're deaf/hoh!
 
I would also like to see more consistency in identifying who is speaking if their face can not be clearly seen.
 
That's good news but no news about new BD/DVD players with built-in CC decoder which were supposed to start this year (so far only two models PS3 and PS4 have CC support for DVD playback).
