I need an external CD drive but I am on a budget. What are some good quality, low cost drives that I should consider?

Do you really need the External USB CD Drive? You can use few other options instead of purchase External USB CD Drive which will save your moolas.
 
You don't really have to worry, cause they're too cheap to bother bickering the prices about. External drives should be in the $20-50 ballpark for the average intro models. Of course all the fancy stuff like bluray comes with a hefty price tag as usual. Just use the suggestions from newegg for you, all of them should come with a retail warranty of sorts if there are concerns.

Liteon, LG, sony are a few common models. Brand shouldn't really be a problem, but I'd personally stay away from the small brand companies due to reliability.

So come August 3rd I am purchasing the Asus Eee PC 1018PB-BK801 netbook, the ASUS 8X DVD-ROM 24X CD-ROM USB 2.0 Slim External DVD-ROM Model SDR-08B1-U and a netbook case. All together it will be a little over the $400 price range. Not too bad if you ask me.

i was looking at my favorite laptop, toshiba. i have used them for 15 years give or take with no problems. just get a new one every few years or so.

Well, Most netbook's battery life are more than 8 hours.

I don't think your laptop can do over 3 hours.

that is the only negative, the battery. but with wifi that is the only cord i need on it
