CRS also notes that “undocumented aliens” who have a “substantial presence” in the US would be required to buy health insurance (page 4) through the exchanges in HR3200. They would also become eligible for “emergency Medicaid,” (not the normal Medicaid) for up to five years (page 6).

http://media.sfexaminer.com/documents/noncitizens.pdf

Emergency Medicaid has NEVER considered the immigration status.

That's different from having illegals covered with ObamaCare. The CRS did NOT say that ObamaCare will cover illegals, only that emergency MediCAID can cover them.

Google it up

"Immigration status is NOT a factor for Emergency Medicaid eligibility. Any person, regardless of legal immigrant status can be eligible for Emergency Medicaid if he/she meets income and asset limits."

EMERGENCY MEDICAID

Also read this:

"Emergency Medicaid is not a separate type of Medicaid. Emergency Medicaid is temporary coverage only for emergency services to individuals who meet all the requirements for a Medicaid program but are not U.S. citizens and do not meet the eligible qualified alien status requirements for full Medicaid coverage. It is not an ongoing Medicaid program."

https://utahcares.utah.gov/infosourcemedicaid/Section_200/Policy/205-6_Emergency_Medicaid.htm

That has to comply with state and federal laws that prohibit discrimination against ANYONE.

Funny considering that it was the Congress in 1996 that wanted illegal immigrants removed from MediCAID and that's how emergency MediCAID was created.

Do you EVER trust the government?
I'm not some paranoid anarchist if that's what you're asking. It really depends on the issue at hand, who's talking, etc. On this issue, they've been totally untrustworthy. They're promising too many things that can only happen in magical fairy utopia land. Something has to give and yet they've dismissed my legitimate concerns as deceitful fear-mongering while they practice the same. That's not a good way to win a person's trust.

But you seem to fail to get the point - it made it clear it WILL NOT PAY for illegals. If they're illegal ,they won't pay.

It's that simple - it doesn't matter what enforcment is used.. it can be lax or stringent but the bill PROHIBITS paying care to illegals.

hospitals cannot turn away people in ER

A bit surprising to see nobody said anything about Congressman Joe Wilson and what he did last night during the president's speech.

Rightfully so, a lot of Republicans turned onto him, including Joe McCain.

he shouldn't have done that - "YOU LIED!" at least he apologized.

he shouldn't have done that - "YOU LIED!" at least he apologized.

Yeah, and he need a good spanking. If I recall correctly, didn't Cindy Sheehan get arrested for wearing a t-shirt there since it was considered disruptive? I did consider her action disruptive. Heckling should be considered disruptive too as well.

Congressman or not, he should be reprimanded for heckling or interrupting the President during an address to the congress.

He already apologized.

At least Obama didn't get booed or get catcalls by a whole bunch of people. So, let's not get too all mighty and indignant over this one.

I wasnt talking about you..was talking about those who may refuse health care but complain about high medical bills.

Gotcha! Makes absolutely no sense to me either.

He already apologized.

It was highly disrespectful to do it in the first place. He's an adult and a congressman, he should had known better. He only apologized because he was told to. It's meaningless, and he is a certified douchebag. Any politician who dare to heckle the President during an address to the congress goes into my book of douchebags.

Now, you want to talk about not getting to mighty and indignant over this one? You are always getting mighty and indignant on a daily basis over such trivial matters. You made quite a big deal over the speech he gave to the students last Tuesday. Hardly controversial to start with. It was only controversial because you tried to turn it into one.

Joe Wilson deserved the backlash he received. Period.

Ah, but see here. Does the bill prohibits discrimination and the withholding of health care services based on any personal information including a person's "legal status"?

Yes.

Where does the bill explicitly prohibits compensations for illegal alien coverage by other means than by direct affordability compensation payments to other than individuals?

Does the Bill make any provisions on how to ascertain if a person is a legal residents or illegal aliens?

No.

And thus this bill in regards to illegal aliens will be provided health care pretty much under a "dont ask, dont tell" type of policy.

On pg 50, SEC. 152. "PROHIBITING DISCRIMINATION IN HEALTH CARE" says nothing about illegal aliens. NADA. Problem is if you cannot discriminate against a person for health care then how can you figure out if the person you're helping isn't an illegal alien?

21 SEC. 152. PROHIBITING DISCRIMINATION IN HEALTH CARE.
22 (a) IN GENERAL.—Except as otherwise explicitly per
23 mitted by this Act and by subsequent regulations con
24 sistent with this Act, all health care and related services
25 (including insurance coverage and public health activities)

1 covered by this Act shall be provided without regard to
2 personal characteristics extraneous to the provision of
3 high quality health care or related services.
4 (b) IMPLEMENTATION.—To implement the require
5 ment set forth in subsection (a), the Secretary of Health
6 and Human Services shall, not later than 18 months after
7 the date of the enactment of this Act, promulgate such
8 regulations as are necessary or appropriate to insure that
9 all health care and related services (including insurance
10 coverage and public health activities) covered by this Act
11 are provided (whether directly or through contractual,
12 licensing, or other arrangements) without regard to per
13 sonal characteristics extraneous to the provision of high
14 quality health care or related services.

In this case, a person's legal status has nothing to do with "the provision of high quality health care or related services" like they have been getting so far. Nothing in this bill has any way of stopping that service or provide the means or even permission to ensure who they are treating are not illegal aliens but citizens or people who are here legally.

You are looking in the wrong section, and seriously misinterpreting the section you are quoting. The bill SPECIFICALLY prohibits coverage for illegal aliens under health care reform. Keep reading. You'll figure it out one of these days. Maybe.

Righto, DD.

Then there is this difference between "lawfully" and "illegally." I do not see anything remotely close that says "no health care will be provided for illegals." Doing so would be the most direct and straightforward action taken against illegal aliens. Of course, liberals would avoid say anything like that. It's like the plague to them.

Then you need to keep reading.

At least Obama didn't get the catcalls or get booed for making certain statements. Suppose that happen? Demand that the whole group of Congress members apologize, too?

He apologized. Move on.

Reba and Kokonut, admit it, you're so brainwashed by the right wing extremists claiming that abortion is covered and that circumcision is required and that illegals will be covered. NONE of them are true.

If it's an illegal, then he'll have to pay. He's not covered. period.

Just one more case of refusal to change their position no matter how many times they are proven wrong.

Uh-uh. they're just words... just words. Uh-oh, that sounds familiar.

Besides, Louie Gohmert shouldn't be let off the hook either after last night. He didn't even apologize for it.

:ty: for posting excerpts, Jillio - my mom said she thought it was a good speech but I missed it.
My husband has been variously un-employed/laid off for about a year and 1/2 and has been looking for work. Throughout this time we have variously had no health insurance, or insurance for just me, as he has several congenital conditions that prevented him from getting insurance from the places we contacted. We couldn't afford that COBRA<?> coverage. When I broke my arm and needed surgery and PT we paid out-of -pocket installments. We recently found a insurer who would cover both of us for catastrophic/hospital but don't for example have dental insurance so my teeth cleaning appt. has been put off.
Hubby just got new contract job! But "insurance" offered through staffing firm is pretty worthless so we continue to pay for personal coverage.

You're welcome, Dogmom. I'm sure you can view the whole speech online at CNN if you wish to later. It was a great speech, detailed, and answered many questions. Despite the few zealots, it really was well received across party lines.

He also lost about $100,000 in contributions as a result.

According to the Democratic Congressional Campaign Committee, Miller raised $100,000 overnight from 3,000 individual donors after Wilson shouted "You lie!" at President Obama during his address to Congress on Wednesday night.

Miller released a statement last night accusing Wilson of "engaging in childish name-calling and disrespecting out Commander-in-Chief." Wilson's shout prompted Democrats on the Web to direct donors to Miller's Web site and to the Democratic fundraising site ActBlue.

He had to apologize. His own party turned on him.:cool2:

No he shouldn't . This childish and immature behavior needs to be called out.

House Democrats defeated all attempts in committee to add an enforcement mechanism that would require proof of citizenship or legal residency for those getting subsidies. Why not? Secondly, the Bill contains a section that people shall not be discriminated for medical care, does that include illegal aliens, too? It's pretty broad with loopholes to allow illegal aliens get the subsidies.
