Do you think the officer was justified in writing this woman a ticket for throwing lettuce out her car window?

  • Absolutely, she littered.

  • No, it's biodegradable.

  • I'm torn. It's just lettuce, but what if everyone threw lettuce out their window?

EASTON, Pa. -- Lettuce may be biodegradable, but it's still considered trash -- and a ticket has prompted one Pennsylvania resident to take issue with that.

Dawn Higgins was cited by a Colonial Regional Police officer for throwing some of the green stuff out of her car window while parked outside a Wal-Mart in Lower Nazareth Township, Pa.

Higgins said she took her daughters and a teenage friend to the store, and they stopped at a McDonald's restaurant along the way and bought food.

She said she pulled into a parking space to finish her meal but decided not to eat the half-dozen or so leaves atop her salad.

Higgins said, "Lettuce comes from the ground, therefore it can go back into the ground."

After failing to appear at a District Court proceeding Dec. 22, Higgins found that she had been convicted in absentia and owed the state $173.50.

She has appealed the conviction and said she plans to call the teenagers as witnesses.

In the eyes of law enforcement.

Anything thrown out the window of a car is littering wheter it is biodegradable or not, anywhere even in a parking lot.

The reason : Law enforcements want to prevent road traffic accidents that have been known to cause injury or death.

She needs to stop making a big fuss about it, just pay the fine afterall she broke the law!

Lettuce is still considered as a trash and I don't care if it was planted from a ground it was stupid on her part for throwing a lettuce out of the window, tell her to use the trash can next time....

I'm sorry but I'm tried of people throwing trash out of the window or on the ground, how would they like it if I throw a lettuce right on the floor in their house?....I'm sure they wouldn't like that, it the same thing as throwing trash outside when it should belong in a trash can....

the cop did right thing to do... i dont care if it is bio or not, it is considered trash when someone toss out of windows.

also she can bring it to home for composting box that makes the foods into rich dirts. they are perfect for the gardens or plants.

yeah Angel and deafclimber.

I dont like to see someone threw out food or others. I notice it in wal mart on the ground that someone open the door or open the window and put MacDonlad bag out and put on the ground that i dont know but seeing on the ground and the seagulls came and eat it that i dont appericate that to see someone put on the ground outside .. they should know better to take gabarge bag and put in there not outside .. when it is done in garbage bag then put into trash can not on the ground outside.

Yesterday teenagers carry the kids (under age one year old) with the sctoller (spelling) that I caught the girl threw the plastic bag and paper on the sidewalk and go ahead on the bus make me grrrrrrr at her

Absolutely, It consider littered. I often see people dump stuff out of their car windows, soda cans, soft drink cups or pieces of paper. It's make me sick that they are throwing trash out the window, leaving it a pigsty mess out on the streets. I keep my trash in my car until I arrive home to throw it in the trash bin, Why can't other people do the same thing, Stop littering. :o

At the front of all Walmarts in the USA there are trash cans at the front of the entrances and exits. No excuse, man.

Yeah Cheri..

I notice it the man who work outside to collect all the garbage out of the ground to keep them clean to make safe for the kids or cars.

ohh yeah one time was on the highway with my mom and I saw someone threw out of fries package from MacDonald but it is empty. then I said oh hey that is not nice to threw out from the windows on the high way not safe! and my mom agreed with me eheh

oh yeah .. when I was work in Wal-mart at night shift from 11pm till 7:30 am but in the middle of night at 3 am went to Tim Hortons to grab some eat or drink that saw few foods on the ground till morning then the guys clean them out on the ground. I hate to see ppl threw out at night time after midnight in 1997 till 2001. I quit wal mart.

One time I watched a very fat man open the door of his car to let his dog out on a leash and I watched the dog go piss then its tail obivously doing the job of going poop on the parking lot then he let his buddy back in the car and waited for his wife and kids to come out of the store then drove away without blinking an eye. The whole time I saw the man sitting and he never moved. He had a beer that he was drinking and a cig in his hand. It was a station wagon parked in Walmart parking lot. I was waiting for my mom. My mom had gone to the store. I never said anything to my mom about it because she would have gone " Yeeccchhh !!! " :barf:

I feel you girl, I used to work at Burger King , every fridays and saturdays nights teenage kids will come to Burger king just to hang out with their friends and eat, when it time to close the dinning room, the kids just bring the bags outside and just chat right in the parking lot and once they leave, I come outside seeing a bunch of BK bags and cups all over the parking lots its like " didn't your mother teach you how to clean up after yourself? "...

I'm surprise to see some adults do that also, that not going to help their kids learn to throw their own garbage in a trash can....

Some people just becomes too darn lazy.....

A lettuce thrown out on the ground instead of in a trash bin is a littering no matter if it is a food or not. The woman needs to learn how to use a trash bin. Sometimes when I see food littered on the ground it is covered with ants and it gives me goosebumps seeing all these ants. What if they were fire ants and I or someone else stepped on it :Ohno:

or worse a rattlesnake since Deaf people can't hear unless Deafies had hearing aids on and even if Deafies do hear the noise then they may not realize it is a rattlesnake.

She is guilty for threw food out of window. she should pay the fine. I wonder if I would get ticket if I dump water out of window?

What? It goes same for hearings, they get more bitten by rattlesnakes than deafies. I have seen alot rattlesnakes out here and I am still here.

$173 is cheap. Fine here depend on where u threw out of the window, some area costs $500 and other area costs $1,000. She should be glad it is only $173.

food or not, they're still considered trash because it's waste. It should go to the small plastic bag and throw it in the trash can whenever she finds one. She should just pay the fine and accept it!

In California, even water or spit is littering. The only exemption to the litter law on the streets and highways of California are turkey feathers!
