did a deaf person need voice to communicate with others (like taxi man , police , in super market ,when he travel , in shopping.......)

It entirely depends on the individual's personal choices. They can go voice off and just gesture or write it down. Or voice, hopefully they're at least intelligible! (No offense).

No need for voice, Sign Language is most expressive and efficient in and of itself. Voicing is a preference choice only.
