When the story doesn't make sense, there is more to it. Cops are not hunting people they don't know what they are dealing with, they don't know when they will run into a psychopath. They should have shot once, to wound him if they felt he was a threat. They obviously got his attention because I doubt he was shot from behind. It's your duty to inform the police that you can't hear them for your own safety.
