A LOCAL court recently sentenced the three leaders of a snatch-and-grab theft ring to prison terms for their roles in 11 thefts in the city's Xuhui District and Pudong New Area this year.

Police would not discuss the jail terms given to the men identified as Zhou, He and Zhang, but said all 17 members of their gang are deaf and mute.

The gang would ride motorcycles around the city, looking for women walking alone, and then one member would ride past and steal the woman's purse, police said.

On the night of February 7, a woman surnamed Zhuo told police she was robbed by motorcyclists while walking along Longlin Road in Xuhui District.

The victim told police the snatched bag contained 3,000 yuan (US$370) — several month's income — which she had planned to take back to her hometown in Guangdong Province for the Lunar Chinese New Year.

The frightened woman was unable to provide any information about the robbers other than the last three numbers of the vehicle's license plate.

"Based on the three figures, investigators soon confirmed the suspected motorcycle belonged to a local man surnamed Zhou," said Zhao Jinyi, an official with the Shanghai Public Security Bureau.

Zhou, 28, did not have a decent job and usually went out on his motorcycle, Zhao said.

Officers started to monitor Zhou's residence on Shangpu Road, Pudong New Area, where more than 10 deaf and mute people from other parts of the country frequently gathered and set off in groups on their motorcycles.

Zhao said city police decided to arrest the gang on March 16 when they received a tip that one ring leader, a Zhejiang Province native surnamed He, turned up in Hangzhou.
