Deaf events to turn into Deaf Culture???

I wonder if a event was planned so that all deaf Dalmations would meet. You know play, run, have agility contest. Maybe party, have a drink or 2, and laugh about world around them. Maybe they would talk about ideas of how to develop a Dalmation or dog deaf club or Culture. You know share values, ideas, idioms just like a Deaf Culture group. Would that turn into a Deaf Culture or would it simply be an event where all deaf dogs get together?
