Congress passes bill to make Internet, smartphones accessible for blind, deaf

Excellent! Ten years ago I wouldn't have been too concerned but with everything fast migrating to the internet, the deaf and blind are not being given access to these things in a society that demands you have access to them.

Sure hope this laws is effective. There is so much content on the internet that I want to see with captions. CNN is one web site that should caption there web clips.I am a news junkie and miss a lot when I can't find a story for the video clips.
Hulu.com is something else I would love to see put out more captioned movies. There tv programs list is pretty good but the captioned movies are heavy on bollywood - blah

Well, that's great but there's more to be done and those who advocate for this need to keep feet to the fire to see that "web series" programming is also CCed.......right now, it is not.
 
More like education and news will required to have CC while entertainment are optional.

Unless, they will do that. Then, it's great, mofo.

Nope, entertainment is not optional; it is required if it is on TV.
