China is to amend laws of rights of individual with disabilities

Hello, everyone! I am a newbie from China, and you can see my brief introduction at :http://www.alldeaf.com/showthread.php?t=12386.

China is holding a national forum on December 3rd to discuss the amendment of its current laws about rights of individuals with disabilities. Personnally, I am interested on the laws about parent involvement. And I want to know what laws have been enacted in your country mentioning the rights of parents with special children to participate into education process. So would anyone please give me a brief introduction of the laws about parent involvement in the field of special education enacted in America's history?Thanks very much!

I was wondering if there was a commission that is set up to oversee the laws that are being amended? I just hope that they are not furthur restricting the disabled ones out there.
