business as usual. the Russians/Soviet Union/USSR does this all the time. We do the same things too.
 
Typical cat and mouse tactics, it's been going on well since the Cold War. The Tu-95 Bears are strategic bombers, not possible to hit Obama unilaterally unless accompanied by a far larger force to risk WWIII.
