HAVANA - Fidel Castro's brother said the Communist Party will remain in control of Cuba if there is a leadership change, according to comments published Thursday.

Raul Castro, the island's defense minister and designated successor of his 79-year-old brother, dismissed claims that Cuba's political system would change dramatically after his brother is no longer president, saying the party would quickly fill any political vacuum.

"Only the Communist Party — as the institution that brings together the revolutionary vanguard and will always guarantee the unity of Cubans — can be the worthy heir of the trust deposited by the people in their leader," he said in a speech Wednesday marking a military anniversary.

"Anything more is pure speculation."

The comments were published Thursday in state-run media.

As first vice president of the Council of State, Cuba's supreme governing body, Raul Castro, 74, is legally designated to assume his brother's role as president of the council in the event of "absence, illness or death." Fidel Castro turns 80 in August.

Raul Castro appears to have the loyalty of the nation's top generals, giving him control over as many as 50,000 active troops and firepower that includes Soviet-era tanks and MiG fighter planes.

In his speech, he said Cuba's emphasis on building a strong military has been justified by the constant threat posed by the United States ever since Fidel Castro embraced communism.

"We Cubans are conscious of the fact that without the effort sustained by our people to consolidate the defensive capacity of the country, we would have ceased to exist as an independent nation a long time ago," he said.

He said the U.S.-led invasion of Iraq proved how far the United States will go with its "imperialist aims of planetary hegemony."

With that war, he said, "It became obvious that the hawks of the empire were considering the possibility of settling scores with those who represented an obstacle to their dreams of world domination."

Cuba, he added, is surely near the top of their "target" list.

With this in mind, the Cuban military has been steadily strengthened over the past few years, Raul Castro said. Hundreds of miles of underground tunnels have been built to shelter citizens during an invasion, and endless hours devoted to "dispassionate analysis of the strengths and weaknesses of our likely enemy," he said.

But Cuba does not see the American people as enemies, he said.

Raul Castro fought alongside his brother in the 1950s during the battle to topple the government of Fulgencio Batista. Other aging revolutionary leaders, including Juan Almeida and Guillermo Garcia, accompanied him at the Wednesday military event.

The Communists in Cuba forget one thing. All things change whether they like it or not. Nothing remains the same. Somewhere along the line Cuba will change in some respect. Time is has a way of leveling all empires, countries, states, gov'ts and so on (which is a great object lesson for us too!)

No wonder my friend never want to go back. He's happy working here with his US citizenship. He said it wasn't funny and never will. He knows what was going on in Cuba. He said that if he goes back, he will be forced to stay there. No matter what or how long you have been in US. It is a scary way. There's no escaping of freedom from Cuba either. If you attempt to get on a raft or make-shift canoe..you can be shot in the same way too. He's 60 years old now and would always tell a tale of what was happening. He's elated his 93 y.o. mother is here, safe and sound. He and his family managed to get his mother out of Cuba during a silly INS lottery. They took a heavy risk of either gettin' off with 1: the INS lottery OR 2: escaping from Cuba and getting shot at the same time. He wish there is a better President instead of communism dictator. He didn't like it. He thought it will change for the better until he heard it about Castro's brother. :( I can't visit Cuba?? Jeez. I visited Mexico, Canada, but not Cuba? Com'on. I want to buy gifts over there. Grrr!

I wish that Cuba need be freedom again or USA need rip them off.

The USA does not need to rip off Cuba or anybody else for that matter.

Cuba really does need to be set free from the evil bondage of communism.

Then risk another nuclear war ? I don't think so. It is better they come here even with Russia in shambles right now. All Fidel Castro needs to do for example is make a phone call to Russia that for example, this is only an example we were to invade the island of Cuba which we can do really easily but Fidel Castro's ace card is to call Moscow and Moscow tells the Russian Missile control center to go on full alert, open their silos and ka-boom !!!!!! That is something that nobody wants and even if we intercepet the Russkie's missiles and blow them up over the ocean, all that will do is spread nuclear posion in the water, not to mention a very huge crater 5 x or 10 x or even 15x 20x the ocean floor just a crater and the tidal waves would be so huge they are monster wavestorms wiping off America's and the European's coastline and many islands like Puerto Rico would face the monster wavestorms all alone on their own, multidutes of countries would be just as messed up as we are, South American coast to the African coast would be awash in water and posionous water at that too. Not worth it.

National Geographic did a story on Cuba's missiles and they showed a Cuban soldier standing guard right next to the green missile and that missile was pointed directly at the USA.
