Unfortunately the breed specific ordinance (and its mixes) passed in the City.

Everything was said that could be said by many organizations, our kennel club and obedience club, a local veterinarian and some citizens.

We think the City already had their minds made up. It doesn't hurt to TRY.

If I have this correct, Councilman Brent Bush made a motion to re-address the breed specific parts, then Mike Nau made a motion to take it back to committee to look at the issue of breed specific and insurance. Vernon Seals didn't want to prolong this and said we need to vote on this now. After some discussion by council/City Manager, Mayor, a vote of 5 - 2 passed the Vicious/Dangerous dog ordinance. The Mayor voted against the Breed Specific ordinance.

The vicious breeds AND THEIR MIXES are "American Bulldog, old country bulldog (whatever that is), Canary dog (any canary dog or Perro do Presa Canaria) or Pit Bull Terrier, Staffordshire bull terrier, American Pit Bull Terrier, American Staffordshire Terrier. These must be muzzled, red tagged, signs must be posted "Beware of Dog" special fencing, $100,000 liability insurance, mandatory spayed/neutered, high fines for misdemeanors, (plus dangerous dogs have to meet this too).

NON-RESIDENTS: Any owner, keeper or harborer of a dangerous or vicious dog who does not reside within the city limits must still when brought into the City, obey the requirements as applicable, however, such non-residents are exempt from Liablity Insurance, Surety Bond and Mandatory spaying or neutering. I believe this includes muzzling.

There is a statement about affirmative defense that the dog was securely confined to an automobile or cage which was adequately ventilated, being used for lawful hunting purposes, being exhibit at a public dog show, zoo, museum, or public institute or engaged in any activity approved the the laws of the State.

I will find out more on this later as it relates to dog shows and the obedience match. If will also affect any transports that stop in the City.

As far as enforcing this, the City hasn't even been able to even enforce their leash law. And they haven't determined who will enforce this one yet............should be interesting.

Yes, I heard about it. I think affect to that area and people. That place have a lot of people who have dangerous pets and didn't care about other people, or children. I heard this law are trying to get every city to pass the law. I'll find out if our city has pass or not...

I fear for children's safe... If my son accidently toss the blow up ball over the fence, and my son climbed over the fence to get the ball, and didn't know about that dangerous dog in the yard. That's same for people and mail people.
 
Honestly I haven't been able to figure out why people own dangerous breeds unless they INTEND to train them to be aggressive...either for defense (in which case a "Beware of Dog" sign makes perfect sense), or to get some kind of badass image (which makes you wonder how truly loved the dogs really will be).

Children should be taught to STAY OUT off the others' property. If they want to retrieve a property of theirs, all they have to do is ask the property owner. No children should climb over any fences, period.

Dogs are territorial, a lot of them will move forward with an attack on the invader. Mail deliverers don't go into people's backyards, they go to the mailbox which is in front of the house. Only an idiot would put a dog in the front yard.
 
Agreed that children should be taught to stay away, but the nature of being a little child is sometimes they mess up. I'm not comfortable with the idea of a little child paying for something like that for life, when they were too young to have adult judgment.

And that brings up another point...what about the children of owners who have these dogs, especially when they're too little to understand how to behave around such a dangerous animal? They're easy prey...

Yes I agreed with you, children should learn to show their respect for neighbour's private property, but unfortunately if neighbour dog bited this child at dog territorial's backyard, this neighbour is in big trouble, not matter what, the law is suck!
 
I do understand your concern about a kid going after the ball in someone's yard. I would be worried too, but dangerous dogs are not about a specific breed. They are trying to put a ban on specific breed which is wrong. Not all rottweilers, dobermans, bull terriers, pitbull terriers, tosa inus, and others are dangerous. I know that for fact. People who thought they all are dangerous are simple ignorant. They have forgotten other breeds like golden retriever, cocker spaniels, and other innocent breeds can bite or attack somebody too.

There are many good pit bull terriers who make a good therapy dog and visit sick people in the hospital. Should they be banned if they are outgoing and friendly to sick people?

My opinion, they should not discrimate based on the breed of the dog. They shoudl discriminate based on the temperament of the dog!
 
Guess what, good friend of mine got tosa inu and neo mastiff... These are huge MOFO dog! These two dogs can have their eyes leveled with your eyes when you sit! He was so surprised that I was the only stranger that have no problem petting them! I told my good friend, it is very important to know dogs and their insticents. If you look at dog's eye with your "Enemy" eyes, then your in hot water! Never do that, and approach gently and softly these dog won't have problem with you.
Was I scared? Sure you betcha, but I never show them my fear. Showing them your fear is like raising red flag for them.

Cool! I know that the tosa inu is a dog aggression so hopefully your friend is taking extra precaution. :) You are right about the eye level, glad to know that you are able to read the dog behavior. Not so many average owners or people able to read the dog's behavior really well to avoid a bite.
